Performance Based Programming Intern (PBP2016) March 16, 2016

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a research intern to perform performance based programming in the Policy & Programming Division. CMAP is our region’s official comprehensive planning organization. The agency and its partners are developing ON TO 2050, a new comprehensive regional plan to help the seven counties and 284 communities of northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues. Performance Based Programming Position Description

The intern will conduct research and analysis related to methods used to evaluate the benefits and costs of transportation infrastructure, the performance measures in use by other agencies, and other topics. Across these projects and tasks, the intern will be expected to emphasize the recommendations of ON TO 2050. The ideal candidate for this internship will have strengths in writing, quantitative analysis, and geographic information systems (GIS) skills as well as an interest in the practical application of transportation policy to project identification and selection.

Essential Functions:

  • ?  Assist with policy analysis and research on methods of transportation project

    evaluation.

  • ?  Assist with research that enhances the agency’s capacity to evaluate the safety,

    reliability, congestion reduction, economic, livability, and other benefits of

    transportation projects.

  • ?  Assist with data collection and processing of arterial speed data, incident and crash data,

    and other large datasets.

  • ?  Write issue briefs that explain findings.

    Knowledge, Skills, and Abilities:

  • ?  Excellent data management skills and the ability to collect, manipulate, and analyze large data sources in spreadsheets and databases, as well as the ability to generate findings from these data and present results.
  • ?  GIS skills are required. Statistical Analysis Software (SAS) skills are a plus, but not required.
  • ?  Demonstrated ability to independently complete research projects and produce reports and issue briefs that are factual, original, compelling, and persuasive.
  • ?  A demonstrated interest in translating transportation policy to on-the-ground project identification and selection.

    Education and/or Experience:

  • ?  Applicants should be enrolled in a Master’s program in Public Policy, Planning, Economics, Public Administration or a related field.
  • ?  Ability to work effectively in an environment using Microsoft Windows and Microsoft Office products, ESRI GIS software, and adaptability to other software.
  • ?  Demonstrated skills with microcomputer databases and spreadsheets.
    While interns will be supervised by CMAP staff, they will be expected to take a high level of

    responsibility for their own work, and should be self-motivated.

    Internship Timeframe

    Depending on the student’s availability, this is a full-time summer position beginning in May or June 2016. It could potentially continue into the 2016-17 school year, but that is not guaranteed. Minor start and end-date accommodations may be made upon request.

Research & Analysis Modeling Intern (MODE2016) March 16, 2016

Modeling Intern Position Description

The intern will participate in CMAP Research and Analysis activities, which provide data analysis and quantitative modeling in support of CMAP’s planning work. Specifically, the intern will assist CMAP’s modeling staff in developing, updating, and performing quality control activities on CMAP modeling tool input datasets.

Essential Functions:

  • ?  Identify, collect, and prepare datasets for urban planning analysis and evaluation.
  • ?  Prepare computer procedures to automate analyses and evaluations.
  • ?  Interpret and summarize analysis and evaluation results.
  • ?  Conduct quality control and quality assurance on methods and procedures.
  • ?  Prepare analysis documentation, summary results, and visualization products.
  • ?  Thoroughly document work products for use by other CMAP staff.
  • ?  Other duties as assigned.

    Knowledge, Skills, and Abilities

    Applicants should have strong research, analysis (both qualitative and quantitative), and communication skills. Experience with Geographic Information Systems (GIS) software, computer programming, and statistical analysis applications is desired.

    Education and Experience

    Applicants for the position should be enrolled in a Master’s program in urban planning, public administration, public policy, economics, geography, transportation, environmental studies or a related field.

While interns will be supervised by CMAP staff, they will be expected to take a high level of responsibility for their own work, and should be self-motivated.

Policy Intern Position Description

The freight policy and planning intern will conduct research and analysis related to development of the region’s next freight plan. Based on this research and analysis, the intern will assist with developing policy updates and reports. Across these projects and tasks, the intern will be expected to emphasize the recommendations of GO TO 2040 and CMAP’s more recent refinements to its freight policy. The ideal candidate for this internship will have strengths in managing research and collecting and analyzing data. Candidates should also demonstrate interest in and a base of knowledge about public policy or planning topics.

Responsibilities

  • ?  Assist with research and analysis of topics such as best practices in freight-supportive land use and reducing freight land use conflicts, truck parking policies at the local level, freight safety initiatives, promoting environmental justice in freight planning, and practices at peer metropolitan planning organizations.
  • ?  Assist with data collection and processing from the freight analysis framework, Surface Transportation Board, Army Corps of Engineers, and other resources that provide ongoing information on freight movements, utilization, volumes, and values.
  • ?  Assist with writing policy updates, memos, and other written products that explain freight trends and the potential impacts of changes in federal, state, or local public policy.

Knowledge, Skills, and Abilities

  • ?  Strong writing skills and the ability to communicate effectively on issues of public policy and planning.
  • ?  Excellent data management skills and the ability to collect, manipulate, and analyze large data sources in spreadsheets and databases, as well as the ability to generate findings from these data and present results.
  • ?  Geographic information systems (GIS) knowledge is required.

The ideal candidate for this internship will have strengths in managing research and collecting and analyzing data. Candidates should also demonstrate interest in and a base of knowledge about public policy or planning topics.

Responsibilities

  • ?  Assist with data collection, processing, and analysis of tax revenue data, transportation finance data, community staffing and revenue metrics, and regional demographic and socioeconomic data.

Regional Planning Intern Position Description

The intern will assist in CMAP’s ongoing work to develop the next comprehensive regional plan, due in October 2018. The next plan will build on the foundation of GO TO 2040 to explore refinements to existing plan policies as well as limited new topics that are complementary to CMAP’s role.

Responsibilities

  • ?  Research and writing. The intern will assist project managers and project teams with conducting research and contributing to written products. This may include tasks to assist in the development of existing conditions’ reports, such as reviewing past plans and ordinances and providing written summaries of prior planning work in a community. It may also include researching plans, programs, and policies of other planning entities and organizations, and surveying best practices in relevant topic areas. The intern should be able to convey research findings in a clear and concise manner.
  • ?  Mapping. The intern will extract data, derive findings through geographic information systems (GIS) analysis and prepare maps to appear in interim and final documents related to the LTA program and the next regional comprehensive plan. The intern is required to have a high degree of familiarity with GIS and be comfortable working with large, regional datasets.
  • ?  Data collection. The intern will help with community-focused research including data collection and analysis. This will most frequently include using the Census or other datasets to gather data related to issues of particular importance to communities being assisted through the LTA program and data related to plan topics of the next regional comprehensive plan. Familiarity with data sources, ability to analyze data, and ability to communicate the results of this analysis are important skills.

? Public meetings. LTA projects include a large number of public meetings, each of which need to be staffed. The intern will assist with elements of this including table facilitation, registration, and note-taking.

Knowledge, Skills and Abilities

Applicants should have strong research, analysis (both qualitative and quantitative), and communication skills. Experience with GIS is necessary, and basic office computer skills are required.

Education and Experience

Applicants for all positions should be enrolled in a graduate degree program in urban planning or a related field.
