The City of Philadelphia hired mural artist Jane Golden in 1984 as part of a program to eradicate graffiti and address neighborhood blight. Golden reached out to graffiti artists, channeling their energies into mural-making. The Mural Arts Program works with 140 communities each year to create murals reflecting neighborhood character. The projects often stabilize neglected areas and leverage "grassroots social captial" by targeting under-served youth and bringing together neighbors in the approval and design process. The program has experienced unprecedented success and Philadelphia has become known as the "City of Murals" due to Golden's extraordinary achievements.
